SPR# PMAO8CVT6K - Refcount updates to the DAOS catalog (DIT and DOI) are gated by catalog and NSF state checks. Corresponding updates to the NSF header information was not being done consistent with those checks. Inconsistencies between these two sets of values lead to Needs Resync in the DAOS catalog.
